The Company may also collect from its partners, including information providers, advertisers and advertising distributors (the “Partners”), transaction records containing the user’s personal information and payment information arising from transactions between the user and a Partner.

When a user uses the Company’s or a Partner’s services or views a page, the Company collects history and characteristic information such as services and software used, products purchased, histories of pages and advertisements viewed, search keywords, date and time, method and environment of use (including the communication state and settings of a mobile device), IP address, cookie information, location information and device identifiers.

Article 3 — Purposes of collecting and using personal information

The purposes for which the Company collects and uses personal information are as follows:

  1. To display registration details such as name, address, contact information and payment method, together with information about services used, products purchased, their prices and usage status, so that users can view or correct their registration details and view their usage status.
  2. To use an email address to send notices or communications and to use contact information such as name and address to ship products or contact the user when necessary.
  3. To verify a user’s identity by using information such as name, date of birth, address, telephone number, bank-account number, credit-card number, driver’s-licence number and the result of delivery by certified mail.
  4. To bill users by using information such as the names and quantities of products purchased, the type, duration and number of services used, the amount billed, name, address, bank-account number, credit-card number and other payment information.
  5. To make data entry easier by displaying information registered with the Company on input screens and, on the user’s instructions, transferring it to other services, including services provided by Partners.
  6. To refuse use by users who breach the Services’ terms, such as by delaying payment or causing damage to a third party, or who seek to use the Services for an unlawful or improper purpose, by using usage patterns and identifying information such as name and address.
  7. To respond to inquiries by using information needed to provide the Services, such as the inquiry and billing information, together with usage status and contact information.
  8. For purposes incidental to the purposes above.

Article 4 — Provision of personal information to third parties

Except in the cases listed below, the Company will not provide personal information to a third party without the user’s prior consent, except where permitted by the Act on the Protection of Personal Information or other laws and regulations.

  1. Where required by law.
  2. Where necessary to protect a person’s life, body or property and it is difficult to obtain that person’s consent.
  3. Where particularly necessary to improve public health or promote the sound development of children and it is difficult to obtain that person’s consent.
  4. Where cooperation is necessary for a national agency, local public body or its contractor to perform duties prescribed by law, and obtaining the person’s consent could hinder performance of those duties.
  5. Where the Company has announced or published in advance that the purpose of use includes third-party provision, the categories of data to be provided, the means or method of provision, and that provision will cease at the person’s request.

Notwithstanding the preceding paragraph, the following cases are not regarded as provision to a third party:

  1. The Company entrusts all or part of the handling of personal information within the scope necessary to achieve the purpose of use.
  2. Personal information is provided as part of a business succession caused by a merger or another event.
  3. Personal information is jointly used with a specified person, provided that the person has been notified in advance, or can easily learn, of the joint use; the items jointly used; the scope of joint users; their purposes of use; and the name of the person responsible for managing the information.

Article 5 — Disclosure of personal information

When the individual requests disclosure of personal information, the Company will disclose it without delay. However, the Company may withhold all or part of the information where disclosure could: (1) harm the life, body, property or other rights or interests of the individual or a third party; (2) seriously impede the proper operation of the Company’s business; or (3) violate another law or regulation. If the Company decides not to disclose, it will notify the individual without delay. A fee of ¥1,000 will be charged for each disclosure request.

Notwithstanding the preceding paragraph, as a general rule the Company does not disclose information other than personal information, such as history and characteristic information.

Article 6 — Correction and deletion of personal information

If a user’s personal information held by the Company is incorrect, the user may request its correction or deletion under procedures specified by the Company. If the Company considers it necessary to grant the request, it will correct or delete the information without delay and notify the user.

Article 7 — Suspension of use and similar measures

If the individual requests suspension of use or erasure (“Suspension, etc.”) because personal information is being handled beyond the scope of the stated purpose or was obtained by improper means, the Company will investigate without delay, implement Suspension, etc. based on the results and notify the individual. However, if Suspension, etc. would entail substantial cost or is otherwise difficult, and an alternative necessary to protect the individual’s rights and interests is available, the Company will implement that alternative.
